Comandante Ernesto Che Guevara stresses the importance of planning when he speaks at the closing ceremony of the first Production Assembly of Greater Havana. He specifies: "Planning should leave as little room as possible for improvisation. Improvisation should only be exercised when there are external factors that dislocate our economic life and even many of those external factors should be foreseen, as far as possible, so that their effects are the minimum within the life of the country."
