The Institute of Information and Social Sciences is founded in Havana

The Consejo de Estado(State Council) approved the creation of the Institute of Information and Social Communication as an organism of the Central Administration of the State under the aim of leading and controlling the Social Communication Policy of the Cuban State and Government, to improve it as well as contributing to boost the culture of the dialogue and consensus of the Cuban society. 

Throughout the Decree-Law 41, dated today in the Official Gazette of the Republic, it is stated that the new organism will assume functions from this day on and at the same time the Instituto Cubano de Radio y Television( Cuban Institute of Radio and Television) cease functions. 

It is also stated that, the Consejo de Ministros(Ministers Council), within the next 30 days, will establish the specific functions, structure and composition of the newly created Instituto de Información y Comunicación Social(Cuban Institute of Information and Social Communication).

All references regarded with the Instituto  Cubano de Radio y Television, included in the current legislation would be assumed by the new institution according to a special disposition in the Decree- Law.

According to a post by Ricardo Ronquillo, president of Unión de Periodistas de Cuba(UPEC) on his Facebook account, in relation to the creation of the new institute, after being announced in the Official Gazette of the Republic, “this is a project that has been designed for years and it is intended to contribute on communication and structural press problems solving in the Cuban society.

“The institution is expected to provide consistency in compliance with the State and Government Communication Policy, approved in 2018, which was the first of its kind after the Revolution’s Triumph”.

“This Policy acknowledges information as a public good and as a citizen’s right”.

Although it has a much greater and wider vision, the creation of this Institute must endorse progress through new public communication and press models which is an increased need due to Cuba’s immersion in the so- called era of convergence and in the hybrid war scenario faced by the country.

Ahead it awaits the approval of a legal instrument, already included in the Parliament’s schedule, for solving these structural problems and offering guarantees to the rights to freedom of the press and free expression, reflected in the new Constitution.
