Due to the existing hygienic and sanitary situation in the country, it was necessary to reduce the procedures that imply the mobility of people and favor social isolation. This made it impossible for some consumers to acquire the products of the regulated family basket, so it was necessary to authorize exceptionally the constitution of a nucleus for those consumers who are in any of the following cases:

    They do not maintain an updated address in the province where they reside, and they receive the family basket regulated by the place of origin;
    They do not have the Habitable Certificate of the home where they reside; Y
    they have never been registered or repatriated before.

The regulations provide that for the constitution of the nucleus, consumers who are in the cases described in paragraphs 1) and 2) must provide the following data or documents:

    Name and surnames recorded on the identity card of the interested party;
    address of the place of origin, number of the base office, warehouse and nucleus where they are registered, consigned in the supply book;
    name and surnames of the people that make up the nucleus, recorded on their identity card;
    address of current place of residence; Y
    model M-6 Movement of consumers Low-High.

The processing of the M-6 form Low-High Consumer Movement can be carried out in the following ways:

    By the person concerned, at the office of origin;
    by another person over 18 years of age; or
    Through the Consumer Registry Office where the procedure is being requested.

It is also clarified that this model can be sent digitally to the receiving office or presented in hard copy; if the process is carried out by the receiving office, the term may not exceed five (5) business days.

Once the requirements established for each case have been met, the Consumer Registry Office issues pilot vouchers approved by the office administrator, for all regulated products of the regulated family basket, which includes meat, eggs, milk, hygiene and hygiene, that are differentiated by the word COVID.

Consumers involved in this procedure are granted an exceptional supply book, valid until December 31, 2021, marked with the word COVID on the first page; once this term has expired, this notebook is without effect.
Through the exceptional supply book, the consumer can purchase the bread seventy-two (72) hours after its issuance; This book does not give the right to purchase domestic fuels.

In the first month, the products are purchased at the pilot warehouse, except for meat, eggs and milk, as appropriate, which are purchased at the linked retail establishment; As of the second month, all products are purchased in the unit where it was registered.
Products that are sold in a controlled manner are purchased at the retail unit where the consumer is registered.

In all cases, if untrue information is verified, as certified, the book is canceled and the head of the nucleus is notified.
